- Disadvantaged women and men
- Disadvantaged young people
- Travellers
- Older people
- People with a disability
- Homeless people
- Ex-prisoners and offenders
- Low income farm households
- Asylum Seekers and Refugees
- Substance misusers
- Lone parents
- Migrant workers
- Lesbians, gays and bisexuals
- The under-employed
- Young people at risk
- Disadvantaged communities living in isolated rural areas or deprived urban areas
